Why does the order differ on the Apple Watch?

The iPhone determines and learns the order; the Watch only mirrors it. Shortly after learning, or when the iPhone is disconnected, the Watch may differ temporarily. Open the Watch app while the iPhone is nearby — then it syncs up. An order you've fixed by dragging applies reliably everywhere.
